FIELD: satellite communications.

SUBSTANCE: invention is aimed to reduce the power consumption of the terminal device, save radio interface resources and additionally prevent excessively large signalling due to the fact that a large number of terminal devices report measurement information at the same time, thereby increasing the proportion of successful handovers. It is achieved by the fact that in the handover method in satellite communications, the terminal device determines, based on the ephemeris information, the final satellite base station to which the terminal device needs to handover, the terminal device determines based on a certain final satellite base station of the first time, in which the terminal device needs to handover to the destination satellite base station, and handover by the terminal device based on the determined first time to the destination cell served by the destination satellite base station.

EFFECT: reducing the power consumption of the terminal device, saving radio interface resources and additionally prevent excessively large signalling due to the fact that a large number of terminal devices report measurement information at the same time, thereby increasing the proportion of successful handovers.
