SUBSTANCE: invention relates to means for image encoding and decoding. A position on an image of a given count position in a chromaticity block is determined. If the tool for scaling chromaticity residues is activated, scaling of a residue of the chromaticity block is used according to a scaling coefficient, where the scaling coefficient for the tool for scaling chromaticity residues is determined based on one or several restored brightness counts, which belong to a lower row and/or a right column of brightness counts, which, respectively, belong to upper and left neighboring permitted rectangular areas of permitted rectangular areas containing the current chromaticity block. The specified chromaticity block is decoded.

EFFECT: increase in the efficiency of image encoding.
