Users' mobile devices have an installed mobile application that notifies users in the event that any of the users located near the event initiates group recording of the event, broadcasts the results of recording the event to the application server, and issues the group results of its recording to users participating in recording the event. A block for the formation and distribution of datasets and separate information, including the controller server and the dataset server connected to it. At this time, the regulator's server receives the initially processed big data, performs data anonymization, sets the rules for the formation of datasets, manages access control to datasets. Artificial neural networks connected to the dataset server perform the function of providing specific types of activity.
