SUBSTANCE: invention relates to video encoding and decoding, more specifically to transmission of an interlayer prediction in a video bit stream. A method and a device are proposed, containing a computer code configured to induce a processor or processors to perform parsing of at least one set of video parameters, containing at least one syntaxis element indicating whether at least one layer in a scaled bit stream is one of a dependent layer of the scaled bit stream and an independent layer of the scaled bit stream. A number of dependent layers of the scaled bit stream, including a dependent layer, is determined based on a set of flags included in VPS. An image on the dependent layer is decoded by parsing and interpretation of a list of interlayer reference images, and, on the independent layer, without parsing and interpretation of the list of interlayer reference images.
EFFECT: increase in the efficiency of video encoding/decoding.
