SUBSTANCE: temporal sublayer identifier value of a network abstraction layer (NAL) unit of a video coding layer (VCL) in a coded video sequence is limited to be less than or equal to the value of vps_max_sublayers_minus1, which specifies the maximum number of temporal sublayers capable of being present in a layer in each coded video sequence associated with the parameter set video (VPS), in the VPS referenced by the NAL VCL unit. Moreover, the first variable NumSubLayersInLayerInOLS [i] [j] indicates the number of sublayers in the j-th layer in the i-th OLS, the second variable OutputLayerIdInO1s [i] [j] indicates the value of nuh_layer_id of the j-th output layer in the i-th OLS, while the first variable and second variable are derived from the value of variable max_tid_il_ref_pics_plus1[i].
