FIELD: physics.

SUBSTANCE: invention relates to video encoding means. bit stream containing an output layers set (OLS) and a video parameters set (VPS) is received by a decoder receiver. OLS includes one or more layers of coded pictures, and the VPS includes an OLS mode identification code (ols_mode_idc). At that, ols_mode_idc, equal to one, specifies that the total number of OLS specified by the VPS is equal to vps_max_layers_minus1 plus one, the ith OLS includes layers with indices of layers from zero to i inclusive, and for each OLS, all layers in each OLS are output layers. Wherein vps_max_layers_minus1 plus one indicates the maximum allowable number of layers in each coded video sequence (CVS), which refers to the VPS. Output layers are determined by decoder processor based on ols_mode_idc in VPS. Encoded picture is decoded from the output layers to create a decoded picture.
