One or more output layers corresponding to the specified sets of output layers are decoded and displayed, wherein one or more syntax elements are signalled in the high-level syntax structure. Moreover, the high-level syntax structure comprises one of the following: a set of video parameters, a set of dependency parameters, a set of sequence parameters, a set of image parameters, a set of adaptation parameters, and reporting additional enhancement information. Here, the sequence parameter set is available for decoding before the sequence parameter set is referenced by one or more of the image parameter sets.
