SUBSTANCE: measuring technique for monitoring static breakdown voltage of protection devices for poles of railway contact network and for measuring rail-to-earth potential. The device for monitoring the breakdown voltage of the means for protecting the supports of the contact network of railways and measuring trail-to-earth potential contains an autonomous power source, an operational amplifier, a sawtooth voltage generator with an output connected to the means of protection of the supports, a current and voltage stabilization system, an A/D converter, digital calculator, position determination system, power source charge control, current control, power control, voltage control system, interface converter, keyboard, FLASH memory, indicator and relay. The voltage control system is connected to an autonomous power source through a series-connected voltage divider, a sawtooth voltage generator and a boost converter. The outputs of the digital calculator are connected to the interface converter, keyboard, FLASH memory, indicator and relay connected to the boost converter.

EFFECT: providing automation of control and storage of measurement results with the determination of coordinates.
