SUBSTANCE: invention aims at eliminating unnecessary power consumption caused by PDCCH tracking by the end device when there is no data scheduling. It is achieved in the following way: determining one or more points in time at which the first channel is sent; and sending the first channel at one or more times to at least one terminal device, wherein the first channel carries the first information, which includes one or more information blocks, each of which corresponds to one of at least one terminal device, and also corresponds to a different terminal, and includes one set of first information fields that indicates information about discovery performed on the second channel by the terminal corresponding to the information block in which the set of first information fields is located; types of sets of first information fields included in different information blocks are different; and/or the types of the sets of the first information fields included in the information blocks that correspond to the same terminal and that are in the first information carried on the first channels sent at different times are different.

EFFECT: eliminating unnecessary power consumption caused by PDCCH tracking by the end device when there is no data scheduling.
