A plurality of bins is decoded from the bit stream using constant probability bypass arithmetic decoding, wherein the plurality of bins is an integer indicating the magnitude of the SAO value. An integer indicating the magnitude of the SAO value is determined based on the set of bins decoded using constant probability bypass arithmetic coding. The value of SAO is determined using the decoded SAO type parameter and said specific integer.
