FIELD: means for decoding images.
SUBSTANCE: quantized block parameter is decoded. Inverse quantisation and inverse transformation of the quantised parameter are performed to form the reconstructed residual block. SAO type parameter is decoded from the bitstream using constant-probability bypass arithmetic decoding. SAO type parameter indicates whether the SAO value is a boundary shift value or a range shift value, and the SAO value is to be added to the pixel value of the reconstructed image. Plurality of bins is decoded from the bitstream using arithmetic bypass decoding with a constant probability, wherein the plurality of bins is an integer indicating the value of the SAO value. An integer indicating the value of the SAO value is determined based on a plurality of bins decoded using arithmetic bypass coding with a constant probability. Value of SAO is determined using the decoded parameter of the SAO type and said determined integer. Decoded block is summed up with said determined SAO value.
EFFECT: high efficiency of decoding images.
