FIELD: means for encoding images.
SUBSTANCE: image to be encoded is divided into a plurality of blocks and a predicted block is formed. Predicted block is subtracted from the target block to form a residual block. Residual block is converted and quantised to form a quantised block. Reverse quantisation and inverse transformation of the quantised block is carried out to form a local reconstructed residual block. Recovered block is formed. Determining the SAO type parameter for the SAO value, wherein the SAO type parameter indicates whether the SAO value is the boundary offset value or the range offset value, wherein the SAO value is to be added to the pixel value of the reconstructed image. Total number of consecutive “1” representing the magnitude of SAO is determined. Encoding the SAO type parameter and the total number of consecutive "1" into the bit stream using constant probability bypass arithmetic coding.
EFFECT: high efficiency of encoding images.
