SUBSTANCE: invention relates to technology of arithmetic encoding/decoding of images. Method for image decoding is proposed. Method includes a step of performing arithmetic decoding on the first flag indicating identity of the SAO parameter for the target block to be decoded to the SAO parameter for an adjacent left block located directly on the left of the target block, the SAO parameter for the target block indicates processing details of the to selection adaptive offset (SAO). Further, according to the method, arithmetic decoding is performed on the SAO parameter for the target block, when the first flag indicates that the SAO parameter for the target block is different from the SAO parameter of an adjacent left block.

EFFECT: invention provides reduction in volume of data to be processed while suppressing deterioration in the efficiency of encoding/decoding.
