Emitting carrier (105) is configured to supply a communication signal from the base station to terminal (80), receive information transmitted by terminal (80), and transmit information transmitted by terminal (80) to the communication server via the base station; and location carrier (301) is configured to: exchange information with terminal (80) to allow terminal (80) to calculate a location signal based on the information exchanged between location carrier (301) and terminal (80); or exchanging information with terminal (80) to enable terminal (80) to send the information exchanged between location carrier (301) and terminal (80) to the location server and receive the location signal from the location server.
