SUBSTANCE: embodiments of the present invention disclose a method and apparatus for determining and obtaining resources, an electronic device, and a storage medium. The resource determination method includes: multiplexing a plurality of Hybrid Automatic Request Retransmission Acknowledgment (HARQ-ACK) codebooks on an assigned physical uplink control channel (PUCCH) resource. The assigned PUCCH resource at least provides one of: a PUCCH resource determined according to a PUCCH resource indicator (PRI) in the latest downlink control information (DCI) from the DCI corresponding to a physical downlink shared channel (PDSCH) corresponding to the HARQ codebook an ACK having a higher priority in the plurality of HARQ-ACK codebooks, and a PUCCH resource corresponding to a HARQ-ACK codebook having a higher priority in the plurality of HARQ-ACK codebooks.
EFFECT: ensuring the reliability of the HARQ-ACK codebook, which has a higher priority.
