FIELD: wireless communication.
SUBSTANCE: invention relates to next generation mobile communication systems. User terminal includes a control section configured to define a hybrid automatic repeat request acknowledgement (HARQ-ACK) codebook containing only HARQ-ACK information bits corresponding to a physical downlink shared channel (PDSCH) with semi-permanent scheduling (SPS), so that the HARQ-ACK information bits corresponding to the PDSCH of each SPS are, first, ordered by the earliest SPS reception; second, ordered by the smallest SPS configuration index; and third, ordered by the smallest serving cell index. The transmission section is configured to transmit the HARQ-ACK information corresponding to the HARQ-ACK codebook using a physical uplink control channel (PUCCH).
EFFECT: possibility of HARQ-ACK feedback even when multiple semi-persistent schedulings SPS are used.
