SUBSTANCE: invention relates to panoramic television surveillance, which is performed by a computer system using a television camera. Result is achieved by the fact that the television camera of such a system has two sensors: “ring” and “rectangular” (matrix) photodetectors, made using the technology of complementary structures “metal-oxide-semiconductor” (CMOS), wherein the first information input of the mixer is connected to the “Video” output of the “ring” photodetector, and the second information input of the mixer is connected to the output of the signal of the “cross” electronic mark generator, and the output of the mixer is to the first information input of the multiplexer, the second information input of which is connected to the “Video” output of the photodetector matrix; control input of the “cross” electronic mark generator is connected to the output of the position sensor of the guidance unit, and the “Video” output of the “ring” photodetector is additionally connected to the input of the sync pulse selector, the output of frame sync pulses (FSP) of which is connected to the first input of the electronic mark “cross” generator and, accordingly, to the control input of the multiplexer, output of horizontal sync pulses (HSP) of the sync pulse selector is to the second input of the electronic mark generator; and the output of the sync pulse mixture of the sync pulse selector is to the external synchronization input of the photodetector matrix. Also, the television camera includes four panoramic lenses and a sensor positioning unit (SPU), made on the basis of a stepper motor, shaft of which is directly or through a reduction gear is mechanically connected to the sensor unit, providing, at the operator’s command from the computer to the television camera, spatial rotation of the sensor unit through angle of 90° in step-by-step mode four times per cycle, so that its target is set by default symmetrically to the position opposite each of the four panoramic lenses. Each new digital video signal generated in the television camera after the completion of each of the four turns of the photodetector is successively recorded in the corresponding cell of the random access memory of the server, which provides consistently and parallel circular view in four spherical layers of surrounding spherical area of space.
