SUBSTANCE: invention relates to video encoding/decoding means. Bit stream containing a current image is received, which includes a plurality of video encoding/decoding layer (VCL) network abstraction layer (NAL) units, which do not have the same type of NAL unit. Active records of reference picture lists are obtained for slices located in sub-picture A (subpicA) in subsequent pictures following the current picture in decoding order. Active records do not include a reference to any reference picture preceding the current picture in decoding order, when subpicA in the current image is associated with an intra-random access point (IRAP) NAL unit type. Each of the current image and subsequent images is divided into sub-images subpicA and subpicB. SubpicB in the current image contains non-IRAP NAL units, all slices of the current image located in subpicA are associated with the same type of NAL unit. Subsequent images are decoded based on active entries of reference image lists.
EFFECT: high efficiency of encoding/decoding video.
