In response to the determination that the value of the coding flag of the SPS residue is equal to 1, it is determined that the syntax element is present in the syntax structures of the SH related to the SPS. And in response to determination that the value of the coding flag of the SPS residue is equal to 0, it is determined that the syntax element is not present in the syntax structures of the SH related to the SPS. When the syntax element is not present, the value of the syntax element is considered to be zero.
