SUBSTANCE: generating a Rice parameter constraint flag for encoding the remainder to provide general constraint control for at least one of the other sequence parameter set (SPS) flags. When the value of said at least one of the other SPS flags is to be set equal to 0, the value of the Rice parameter limitation flag for encoding the remainder is set equal to 1. Rice parameter limitation flag for encoding the remainder is a Rice parameter constraint flag for residual encoding with a transform skip. At that, at the stage of setting the value of the Rice parameter constraint flag for the residual coding equal to 1, when the value of said at least one of the other SPS flags should be set equal to 0: when the value of the Rice parameter presence flag for encoding the remainder with SPS transformation skipping is to be set equal to 0, setting the value of the Rice parameter limitation flag for encoding the remainder with transformation skipping equal to 1.
EFFECT: high efficiency of video encoding.
