SUBSTANCE: invention relates to video encoding and compression, particularly to improving and simplifying the encoding of coefficient values and the remainder for video encoding. Methods, devices and non-volatile machine-readable media are disclosed. Decoder determines the value of the bit depth of coding; decoder determines the value of the first sequence parameter set (SPS) flag; and the decoder further determines the second SPS flag based on at least one of the first SPS flag values in combination with the coding bit depth.
EFFECT: high coding efficiency.
