SUBSTANCE: invention relates to video encoding and compression, in particular to improvements and simplification of the method of encoding the remainder and coefficients during video encoding. Disclosed are methods, devices and non-volatile computer-readable media for decoding video. According to one method, a decoding device receives a sequence parameter set (SPS) coefficient activation flag, which indicates whether a slice header (SH) coefficient activation flag is present in a slice header syntax related to said SPS set. According to second method, decoding device can receive SPS set conversion accuracy activation flag, which indicates whether adaptive assignment of downshifts occurs in the process of scaling transform coefficients and in the process of transforming scaled transform coefficients by analysing the values of dequantization and inverse transform coefficients.
