SUBSTANCE: invention relates to video encoding means. A sequence parameter set (SPS) adaptation enable flag is generated, which indicates whether the alternative Rice parameter derivation is used for binarization of the syntaxes abs_remaining and dec_abs_level. When alternative obtaining of the Rice parameter is used for binarization of syntaxes, the value of the SPS adaptation enable flag is set equal to 1. When the alternative obtaining of the Rice parameter for the binarization of syntaxes is not used, the value of the SPS adaptation enable flag is set to 0. In addition, a Rice parameter flag is generated for encoding the remainder of the image parameter set (PPS) to indicate whether an index pps_ts_residual_coding_rice_index is present in the current video image. When the index pps_ts_residual_coding_rice_index is present in the current image, the value of the Rice parameter flag for encoding the PPS residue is set to 1. And when this index is absent in the current image, the value of the Rice parameter flag for encoding the PPS residue is set to 0.
EFFECT: high efficiency of video encoding.
