SUBSTANCE: technical result is achieved by the fact that in order to determine retransmission of data, a base station transmits to a terminal information on configuration of a configuration grant (CG) for an uplink and information on priority of a transmission channel. CG configuration information together with the predetermined data retransmission information and the transmission failure situation is used to determine the data retransmission method, which will be used when the transmission channel priority is determined by the terminal according to the priority information. CG configuration information includes CG configuration type, and the predetermined data retransmission information indicates the correspondence relationship between the data retransmission method, the transmission failure situation and the CG configuration type.
