FIELD: geophysics.
SUBSTANCE: invention relates to geophysics and can be used in a system for monitoring the environment and controlling near-Earth space. Technical result is achieved by measuring in the upper atmosphere and diagnosing the time of occurrence of extreme average monthly values of concentrations of gas components. To refine the forecast, available information sources and observation means, as well as sounding data archives are used.
EFFECT: high efficiency, accuracy and reliability of monitoring the beginning of the "11-year" cycle of solar activity based on measurements of the gas composition of the upper atmosphere.
