SUBSTANCE: invention relates to video encoding and decoding, and more specifically to interlayer prediction. Result is achieved by obtaining a sequence parameter set (SPS) syntax element from a bit stream, wherein the SPS level syntax element is equal to a preset value indicating that the SPS does not reference a video parameter set (VPS), and the SPS level syntax element exceeding the preset value indicates that the SPS refers to the VPS; obtaining, when the syntax element of the SPS layer is greater than a preset value, a syntax element with interlayer support, indicating whether the use of one or more interlayer reference pictures (ILRP) is permitted for inter-prediction of one or more coded pictures; and performing prediction of one or more encoded pictures based on the value of the syntax element with interlayer support.
EFFECT: high coding efficiency without reducing coding accuracy.
