SUBSTANCE: invention relates to video encoding means. Bit stream includes a slice header of the current slice and data representing the current slice. Parameter used to derive the number of tiles in the current slice and containing the parameter in the slice header is encoded when the number of tiles in the picture minus the address of the current slice is greater than 1. Current slice is restored using said number of tiles in the current slice and data representing the current slice. When the slice address of the current slice is the address of the last tile in the picture, it is determined that the number of tiles in the picture minus the slice address of the current slice is equal to 1. Parameter value is equal to the default value when the slice address of the current slice is the address of the last tile in the picture. Default value is 0. Slice address is expressed in units of tiles.
EFFECT: high efficiency of video encoding.
