SUBSTANCE: invention relates to decoding means. Video decoder receives bit stream containing RPL flag, where the RPL flag equal to the first value specifies that the RPL signaling is present in the picture header (PH), and where the RPL flag equal to the second value specifies that the RPL signalling is absent in the PH and can be present in slice headers. Encoded image is decoded by a video decoder using the RPL flag to obtain a decoded image.
EFFECT: improved compression ratio with virtually no loss of image quality.
