SUBSTANCE: invention relates to films made from polyvinyl alcohol resin. Disclosed is a film of polyvinyl alcohol resin containing polyvinyl alcohol resin (A), in which content of carbon 14 (¹⁴C) in total amount of carbon contained in polyvinyl alcohol resin (A), that is ¹⁴C/C, is equal to 1.0 × 10^-14 or more, where the polyvinyl alcohol resin (A) has 1,2-glycol bond content of 0.2 mol.% or more and less than 2.0 mol.%, and where polyvinyl alcohol resin (A) is obtained from polyvinyl ether, wherein said polyvinyl ester is a copolymer of one, two or more types of vinyl ester monomers and other monomers capable of copolymerisation with it, and a proportion of a structural unit obtained from another monomer capable of copolymerisation with a vinyl ester monomer, in relation to the number of moles of all structural units of monomers in polyvinyl ether is 15 mol.% or less. Invention also discloses an optical and water-soluble film based on the disclosed film and a package made from a water-soluble film.

EFFECT: disclosed PVA film does not increase the amount of carbon dioxide present in the environment, or increases it insignificantly, even when carbon dioxide is formed as a result of biodegradation or combustion and can be reliably identified by the manufacturer.
