SUBSTANCE: base station receives the state of the initial part of the bandwidth (BWP) from user equipment with limited resources (Redcap UE). According to the state of the initial part, the BWP transmits a first system information block (SIB), which can be read by the current normal UE, or a second SIB unit intended for the Redcap UE. Based on the state of the initial part of the BWP of the Redcap UE, determines whether to transmit a second SIB unit intended for the Redcap UE, or a first SIB unit, which can be read by a common UE, needs to be transmitted.
