When the value of the syntax element sps_num_subpics_minus1 is greater than a predetermined value, the value of the syntax element sps_independent_subpics_flag is obtained from the bitstream, wherein the value of the syntax element sps_independent_subpics_flag is used to indicate whether contour filtering is performed across subimage boundaries in the coded/decoded video sequence associated with the layer. When the value of the syntax element sps_num_subpics_minus1 is less than or equal to said predetermined value, the value of the syntax element sps_independent_subpics_flag is set equal to the default value. Said preset value is 0.
