SUBSTANCE: technical solution is intended for flow control. On Amur river there is a problem area. According to the information of the Amur Basin Water Directorate of the Federal Water Resource Agency, part of the river Amur is located within the Middle Amur Lowland, stretching from the mouth of the river Sungari to Komsomolsk-on-Amur at 650 km. Width of lowland reaches 200 km (area of 92.3 thousand square km). In the area of Komsomolsk-on-Amur there is a Komsomolsko-Kiselevskoye narrowing, the carrying capacity of the river is significantly reduced and downstream the Amur flows as a single embedded channel, and above water accumulates, effect of "bottle neck". For these reasons, flooding with flood waters occurs, remaining on the Middle Amur floodplain for up to 168 days a year, while covering from 70% to 90% of its territory; and this is May, June, July, August, September, the best seasons, causing damage to agriculture and national economy. In order to reduce the detrimental effect of flooding of populated areas, which is fraught with flooding, an additional channel in the form of a bypass channel should be arranged to increase flow. To solve the problem, a bypass channel of the upper level is proposed, the essence of which is as follows: Bypass channel of the upper level, taking into account the existing presence of the Komsomolsko-Kiselevskoye narrowing of the Amur river bed and including constructed bed, parallel formed next to main river bed by development of existing mountain ridge of mountain range (2), note here that the level of development, namely the bottom of channel (4), is 15–20 meters higher than the low-water level of the Amur river, which corresponds to this place, but is lower than the critical high-water level, and exceeds the width of the river narrowing.
EFFECT: invention makes it possible to exclude catastrophic floods.
