SUBSTANCE: engineering solution refers to the hydrotechnical construction field and is designed for flow regulation. There is a problem area on the Amur river. According to the Amur Basin Water Department of the Federal Water Resources Agency, part of the Amur river is located within the Central Amur Lowland that is 650 km long reaching from the mouth of the Sungari river to Komsomolsk-on-Amur. The lowland width is 200 km (the area is 92.3 thousand sq.km). A Komsomolsko-Kiselevskoe narrowing is located near Komsomolsk-on-Amur, there the Amur river capacity is significantly reduced and the Amur river flows downstream as a single incised channel, while upstream the water accumulates due to a "bottle-neck" effect. That is why floodwaters remain on the Central Amur floodplain for up to 168 days a year covering 70 to 90 per cent of its territory in May, June, July, August and September and cause damage to agriculture and the economy. The conclusion is that it is necessary to widen the channel and dredge it to prevent a disaster like the one that occurred in 2013. Therefore an additional bypass channel should be arranged to increase the flow in order to reduce the detrimental impact of settlements flooding. At the same time, the bottom of the bypass channel, in its initial point, should be provided at the low-water level of the Amur river and a dam shall be constructed on the channel to regulate the flow in order to avoid causing damage to the ecosystem and to completely exclude any harm to fish migration. Komsomolsk-on-Amur hydroscheme includes a bypass channel 4 located at the Komsomolsk-Kiselevsk narrowing, the initial level of which is set at the low-water level of the Amur river, and a multi-span dam 5 with flow control mechanisms in each span and with permanently open bottom openings 6 located on channel 4 in the alignment corresponding to the highest points of the mountain massif crossed by the channel. The Komsomolsko-Amursky hydroscheme includes a bypass canal 4 located at the Komsomolsk-Kiselevsk narrowing, the initial level of which is set at the low-water level of the Amur river, and a multi-span dam 5 with flow control mechanisms in each span and with permanently open bottom openings 6 located on canal 4 in the alignment corresponding to the highest points of the mountain massif crossed by the channel. The essence of the invention is to increase the flow, ensure guaranteed reduction of the flood limit and monitor the Central Amur Lowland flooding without blocking the Amur river main channel, without affecting the natural functioning of the Amur river (providing navigation, preserving natural migration - fish passage -, avoiding ecological damage), which allows reducing the detrimental impact on settlements (buildings flooding and demolition), the Komsomolsk-on-Amur hydroscheme, which is designed to ensure a constant flow of water, is suggested to be used.
EFFECT: invention ensures a continuous, permanent flow release and reduces the impact of flooding in the area upstream from the hydroscheme.
