SUBSTANCE: invention relates to the field of hydraulic structures, namely to systems for regulating the flow of rivers, and can be used, in particular, for seasonal and long-term regulation of water flow in the river channel as an event to prevent flooding during floods during the spring flood or excessive precipitation. Method includes the construction of a system of directional redistribution of river water along the channel with the installation of bypass pipelines 5 with the creation of pressure movement of water. System is equipped with pump stations 6 that are sequentially arranged along bypass pipeline 5. Flood prevention measure consists of regulated discharge from the river bed and further pumping of excess water through bypass pipelines 5 downstream and subsequent return to the river bed distributed along the length of the river bed. Bypass lines 5 are located along the coastline, laid on the ground, underground, or on ramps 3, and have the length necessary to transfer the diverted water downstream to the part of the channel where there is no threat of flooding. Tubular spillways 7 of bypass lines 5 for returning the water mass are distributed along the length of the channel and ensure uniform distribution of return water without the likelihood of a dangerous increase in the water level in a safe area. Regulation of the flow of water mass using bypass lines 5 at the site of flooding occurs when the water level in the river rises to a dangerous level and the likelihood of overflowing occurs.

EFFECT: elimination of catastrophic floods.
