SUBSTANCE: invention relates to the technology of compressing a point cloud and, in particular, to a method and a device for encoding and decoding geometric data of the point cloud captured using a rotating head with sensors. Such a result is provided due to the fact that when encoding and decoding a cloud of points representing a physical object, each point of the point cloud is associated with a residual of the radius between the radius, which denotes the distance to the point from the origin of coordinates, and the predicted radius, at that, entropy encoding and decoding the sign of the residual radius associated with the current point of the point cloud based on the sign of the previously entropy encoded or decoded non-zero radius residual associated with the preliminary point.
EFFECT: high efficiency of encoding and decoding a point cloud.
