FIELD: computer engineering.
SUBSTANCE: invention relates to computer engineering for encoding/decoding point cloud geometric data captured by a rotating measuring head. Technical result is achieved due to the following steps: obtaining a scaled elementary step of the azimuthal angle corresponding to a point cloud point, wherein the scaled elementary pitch of the azimuthal angle is greater than the elementary pitch of the azimuthal angle, when the second data is strictly less than the threshold value, and otherwise equal to the elementary pitch of the azimuthal angle; encoding, into a bit stream, the number of scaled elementary steps of the azimuthal angle obtained from the azimuthal angle of the point, the prediction of the azimuthal angle and the scaled elementary pitch of the azimuthal angle; and encoding, into the bit stream, the azimuthal angle difference of the point between the azimuthal angle of the point and the predicted azimuthal angle, calculated based on the number of scaled elementary steps of the azimuthal angle and the scaled elementary step of the azimuthal angle.
EFFECT: reduced delays when encoding and decoding a point cloud into a bit stream of encoded data of the point cloud.
