FIELD: radio engineering.

SUBSTANCE: invention relates to radio engineering, namely to the field of construction of territorial networks of the decametre range of radio waves (DCMW) of radio communication. Aerostatic repeaters (6) are introduced into the territorial network of the DCMW, which are placed in the cargo cabins of the corresponding unmanned high-altitude balloons along the coast of the Arctic Ocean at an altitude of up to 25 km for placement of cargo in form of territorial access nodes (TRN) (1) and external radio access nodes (ERAN) (3.1) with power supply and control devices, wherein their short-wave and other antennae are arranged both inside the radiotransparent housing of the balloon, and outside the cargo compartment.

EFFECT: enlarging the coverage area of the communication system to the subpolar and arctic territories and water areas of the Russian Federation and the Arctic Ocean with the organization in these areas of stable round-the-clock radio communication in the DCMW range, which does not depend on auroral phenomena throughout the year.
