SUBSTANCE: radio access zone is structured into sectors, and sectors are structured into elements by distance, the frequency resource reserved for service area is divided into a common set of frequencies or subbands of the zone and specific frequency sets for sectors by distance. The vertical ionospheric sounding above the node on a daily basis and oblique sounding in all sectors are performed and, based on the results of sounding, the critical frequencies of the F2 layer above the unit and the sectors are determined. Before requesting a session with a unit or when calling from a unit, the personal terminals determine their current coordinates by the built-in receivers of the satellite navigation system. When establishing a communication channel on the calling frequencies grid of the element, subscribers set a sign of radio access or direct communication and their coordinates in the calling protocol. When a forward link is requested on a unit, the fulfilment of direct links and radio access radio line space division conditions are determined, and when these conditions are met, the frequencies for the direct link are again assigned from a specific radio access set of the corresponding distance. The dedicated frequency resource (subband numbers or frequency numbers) is transmitted to subscribers over service channels on a ringing frequency grid, and subscribers perform a direct link session using the newly allocated frequency resource from a specific radio access set.
EFFECT: increased multiplicity of a limited frequency resource simultaneous re-use in the organization of direct links between subscribers in the service area of the radio access unit of the wavelengths decametric range.
