SUBSTANCE: present invention relates to the field of smart cards, in particular to a flashing backlight device and a flashing smart card device. Flashing backlight device comprises an integrated microcircuit module and a backlight control module, wherein the integrated microcircuit module comprises a chip and an antenna; backlight control module consists of a flashing backlight module and a control module; device comprises a capacitor; wherein the flashing backlight module is connected to the control module, the control module is connected to the integrated circuit module or is an integrated circuit, and the integrated circuit is connected to the antenna; control module controls the flashing backlight module to display the corresponding display state in accordance with the application state in the integrated circuit module and/or in accordance with the received control command; besides, capacitor is connected in parallel to positive and negative poles of control module for voltage stabilization and current amplification. Flashing device includes a front outer layer, a front surface layer, a functional layer, a rear surface layer and a rear outer layer.

EFFECT: enabling interactive interaction of a user with a smart card and implementing individual requirements; besides, the disclosed solution can be applicable to various scenarios of use and provide information prompts to users.
