SUBSTANCE: the invention makes it possible to reduce the friability of foam plastics up to 21-31% and to improve catalytic activity of the composition ( the start time is 3-11 s, the foaming time is 9-21 s) with the strength properties of foam plastics retained by adding a hydroxy containing compound such as a reaction product of tall oil, triethanol amine and potassium hydroxide having a hydroxy number of 300-950 mg KOH/g and potassium content of 0.5-5.2 wt % to the composition comprising polyisocyanate, trichloroalkyl phosphate or freon-113.
