SUBSTANCE: the invention makes it possible to prepare foam plastics having a open-pore (89-95% open pores) structure, low conventional friability (42-49%) and high fire resistance (the weight loss is 8-17% and the combustion time is 0-0.5 s) due to the condensation of polyisocyanate with a product of reaction of tall oil, triethanolamine and potassium hydroxide having a hydroxy number of 300-670 mg KOH/g, a potassium content of 1.2-6.0 wt %, the free ethanolamine to potassium weight ratio being 4-10:1.
