FIELD: electrohydraulic plants. SUBSTANCE: method comprises steps of placing in water an electrode system of two mutually opposite electrodes, one of which is in the form of a point; feeding an initiating matter on a surface of the point electrode 90, the initiating matter being a water with specific resistance, more, than a specific electric resistance of water, in which the electrode system had been placed; applying a voltage to the surface 90 after a layer of the initiating matter had been formed on that surface. At interface of two media, having different electric conductivity values, force lines of an electric field and of a stem, being sharply deviated, are focused towards the opposite electrode, providing an effective breakdown. An electrode system for performing the method includes two mutually opposite electrodes, one of which is in the form of a point and has the current supply lead 11, its insulator 2, end-piece insulator 4, the point 7 with the duct 6 for feeding the initiating matter; the member 8 for forming a layer of the initiating matter. The duct for feeding the initiating matter is connected by a pipeline 10 with the reservoir 11 with water, having an increased electric resistance. Water from the reservoir 11 through the pipeline 10 is being fed to the gap 9 between the forming member 8 and the point for creating the layer of the initiating matter on the surface 90; then a voltage is being applied to the electrodes.
