FIELD: catalytic chemistry. SUBSTANCE: method involves treating tetrachlorophthalocyane of cobalt with 10-% oleum in presence of boric acid at a mass relation of 1:(37.05-46.31):(0.208-0.65) and at 111-115 C. The process is followed by cooling, treating the reaction mass with nitrosylsulfuric acid, filtering, washing and drying. Before filtering, reaction mass is diluted with water. EFFECT: production of catalyst featuring high stability and activity. 1 tbl
