FIELD: preparing phthalocyanine catalysts. SUBSTANCE: 4, 4′, 4″, 4″′-tetrachlorophthalocyanine of cobalt is sulfonated in the presence of boric acid at 110-115 C. Reaction mass is treated by nitrosulfuric acid and after sustaining is diluted by water till acidity of residue is 50-70% . The process is followed by sustaining within 0.5-1.5 h and by treatment with 2-5% sodium chloride solution. Then reaction mass is sustained to complete precipitation, precipitate being washed by water, filtered and dried. EFFECT: improves quality. 1 tbl
