FIELD: chemical industry. SUBSTANCE: the invention permits improving adhesion of polyisocyanurate- containing plastic foam to substrate and decreasing fragility by using as mixture catalyst carboxylic acid with tertiary amine, polyoxyalkylene ethylene diamine or polyoxyalkylene diethylene triamine, alkali metal carboxylate and alkylene oxide based polyether the molar ratio being (0.5-2.5):(0.2-1.0):(0.5-2.0):1:(0.1-1.0), respectively. While carrying out the process, the catalytic mixture is used in amount of 4.0-8.0 wt part per 100 wt parts of polyisocyanate. EFFECT: more efficient preparation process. 2 tbl
