FIELD: measuring devices. SUBSTANCE: method involves preliminary mixing of flow by mixer which is rotated by motors, measuring moment at motor shaft and measuring dielectric permeability by means of radio wave transducer, determination of relative content of fluid by measured moment and determination of flow rate of each constituent according to corresponding equations. Device has mixer placed at pipeline, primary transducer, radio wave transducer and eddy flow meter. Mixer has drive and moment gauge. Radio wave transducer has tunable oscillator controlled by extremum regulator which is connected to detector and clock. Regulator control switch which is connected to first and second registers. Moment gauge, registers and output of flow meter are connected to computing unit. Computing unit has subtraction units, comparators, switch, divider, integration units, multipliers, setters and adders. EFFECT: increased functional capabilities. 3 cl, 5 dwg
