SUBSTANCE: device comprises a generator of microwave electromagnetic waves with frequency controlled by a modulating generator of linearly changing voltage, connected via the first output of the power divider and a circulator to a transceiving antenna for emission of electromagnetic waves towards the surface of the dielectric plate along the normal line to it, a mixer, a computing device, being an output unit, connected with the output of the mixer and with the modulating generator, the second transceiving antenna for emission of electromagnetic waves towards the surface of the dielectric plate along the normal line to it, connected to the second output of the power divider via the first multiplier of frequency by N times and the second circulator, the output of which is connected to the second input of the mixer, at the same time the first input of the mixer is connected to the second output of the first circulator via the second multiplier of frequency by N times.

EFFECT: increased accuracy.
