FIELD: railway transport. SUBSTANCE: device has cylinder 1 fed from brake line 1; spring-loaded piston of cylinder 1 being kinematically linked with handle 4 of the load duty change-over switch of air distributor 5, casing 6 divided into the upper (8) and lower (7) spaces by flexible movable partition 9, rod 10 secured to it from below and engageable with non-spring loaded part 12 of the bogie through its end 11, having also segmental boss 13 with cavities for providing two fixed positions, spring-loaded roller 14 moving along the shaped surface of the boss, spool valve 15 located on rod 10 with a seal in casing 6 and providing communication of the cylinder space with the atmosphere in one position, and with auxiliary reservoir 19 - in the other, the reservoir being connected to brake line 2 through check valve 20, lower space 7 communicates with the atmosphere, and upper space 8 - with the duct of air retarder 21 running to dumping cylinders 22.
