FIELD: transport means. SUBSTANCE: device has fixing rod 1 with bent tip and foot pedal fixer 3, axis of symmetry of which coincides with longitudinal axis of fixing rod 1. Fixer 3 is made as fixing member 4 with rigidly fixed on it fixing rod 5, pins 11 and supporting member 7. Staples with holes are fixed on fixing rods 1 and 5 and on supporting rods 8. Supporting member 7 is being brought under foot pedals 9 and set on bottom of transport mean. Then fixing member 4 is using staples of rods 5 and 8 moved till pins 11 enter corresponding holes of supporting member 7. In the case supporting rod 8 enters hole of staple, fixed on rod 5. Fixing rod 1 with bent tip, that is put through spoke of steering wheel, is put on joined staples of rods 5 and 8 by its staple. Three staples are locked by lock 16.
