FIELD: petrochemical industry. SUBSTANCE: the product is 1,3-butadiene and a catalyst for the preparation thereof with reactive oxygen. The catalyst comprises (wt %): 8.4-24.30 molybdenum oxide; 0.16-1.43 alkali metal oxide; and a carrier, the balance. The carrier consists of MgO, Al₂O₃ and/or alumomagnesium. The MgO/Al₂O₃ weight ratio is 0.38-0.79 and the surface area is 25-184,3 m.sg/g. The catalyst further comprises 0.58-0.85 wt % 25-184,3 m²/g, butane oxidative dehydrogenation conditions: 550-650 C; 7-210 kPa and other conditions that provide for at least 40 wt % butadiene selectivity.
